Housing cooperatives have existed abroad for over 100 years. They are not about speculation or "added value," but about an affordable home. A home that you can shape together with others. A home that suits you. A home for your future.

A few courageous pioneers are already in the process of implementing the first housing cooperatives, but for the model to truly work, there is us: The “Eist Neit Wunnen Agence” (English: Our New Housing Agency). We advise and support everyone who is interested in founding a housing cooperative or joining one, and we help municipalities in tendering their land for cooperatives and guide them through the process.

03.2026 | The Chamber of Deputies unanimously adopts a motion from the LSAP to better support housing cooperatives in Luxembourg in the future. Public session 17.03.2026

10.2025 | The Eist Neit Wunnen Agency is granted SIS status by the Ministry of Labour.

05.2025 | The idea of the Eist Neit Wunnen Agence (ENWA) is born. The design and preparation for ENWA begin.

04.2023 | The survey "Eist Neit Wunnen" goes online. Around 1,300 people participate, of whom 39% say they would like to live in a housing cooperative. The name "Eist Neit Wunnen" (”Our New Housing”) is born.


WHY AN “AGENCY”? 

In the real estate context, an "agency" is known as a (usually expensive) service that is supposed to help you find a home. However, the services of ENWA go far beyond that.

“Agency” is better understood here in the sense of its etymological origin. The Latin verb agere means "to set in motion." In English, the word agency has a double meaning. It means both "a person or organisation that acts on behalf of others or offers a specific service" and "the capacity to act".

WHO IS BEHIND ENWA? 
Céline Zimmer is a researcher and architect. In February 2024, she founded the studio Less Yellow together with Florian Hertweck. In January 2026, she was selected together with her team to curate the Luxembourg Pavilion at the 20th Architecture Biennale in Venice.
Céline studied architecture in Trier and Hamburg before returning to Luxembourg. In 2020, she began her doctoral research, which she defended in 2023. Her thesis focuses on the Luxembourg housing crisis and how housing cooperatives can offer a response to it by building decommodified, long-term affordable living spaces.
Since her work at the university, Céline has been advocating to making housing cooperatives a reality in Luxembourg. In March 2025, she curated the exhibition "Our New Housing – An Invitation to Cooperate." Since May 2025, she has been accompanying the Agora project, where a plot of land was allocated to a housing cooperative in the new district "Belval Sud."
As more and more people came to her with questions and ideas for housing cooperatives, Céline began in May 2025 to think about setting up an advisory structure. She drew inspiration from examples abroad, such as the Mitbauzentrale in Munich. On 26 January 2026, she officially founded the Eist Neit Wunnen Agency in the form of an SIS (social impact company), of which she has been the manager ever since.
